What this amendment would do
Mr. Warnock submitted amendment numbered SA 298 to be proposed for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and budgetary levels through 2034.
The purpose of this amendment is to add a point of order against reducing funding for land-grant universities. It aims to change the rules in the Senate so that it will not be in order to consider legislation, motions, amendments, or conference reports that would cause certain land-grant universities to receive less funding than they would receive under the law in effect on the day before consideration.
- Point of Order: Blocks the Senate from considering measures that reduce funding for specific land-grant universities.
- Waiver and Appeal: Allows the point of order to be waived, suspended, or sustained on appeal only by an affirmative vote of three-fifths of the Senators duly chosen and sworn.
