SA 2970, submitted by Mr. Lee, aims to add specific spending restrictions to H.R. 3944, which covers appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2026.

The amendment seeks to change the bill by adding the following:

  • It prohibits the use of funds to carry out, administer, or implement the Department of Veterans Affairs interim final rule from September 9, 2022, any successor to that rule, or any similar policy.

  • It prohibits using appropriated funds for any abortion, including through health benefits programs or medical benefits packages.

  • It provides exceptions to the abortion funding ban if the pregnancy is caused by incest or rape, or if a physician certifies that the woman is in danger of death due to a physical illness, injury, or disorder, including conditions caused by the pregnancy itself.
