What this amendment would do

Mr. Murphy submitted SA 295, which is an amendment intended to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to preventing conflicts of interest in national security at the end of title III.

It aims to allow the Chairman of the Senate Committee on the Budget to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger for legislation relating to strengthening Government ethics.

Specifically, this can include legislation that would:

  • Strengthen financial transparency and conflict-of-interest rules.

  • Increase ethics and oversight enforcement.

  • Prevent senior executive branch officials from investing in Russia, China, Iran, or North Korea.

These changes are allowed as long as the legislation does not increase the deficit over the period of fiscal years 2025 through 2034.
