What this amendment would do
Mr. Murphy submitted SA 294, which is an amendment meant to be added to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund at the end of title III.
This reserve fund allows the Chairman of the Committee on the Budget of the Senate to change committee allocations, aggregates, and other levels for legislation relating to impoundments. This includes legislation that defines when the President or other government officials violate the Congressional Budget and Impoundment Control Act of 1974.
The underlying law requires the President to promptly report all withholdings of budget authority to Congress and was created to stop officials from unilaterally substituting their own funding decisions instead of following those made by Congress. These changes can only happen if the legislation does not increase the deficit from fiscal year 2025 through fiscal year 2034.
