What this amendment would do

SA 2890, submitted by Mrs. Shaheen, is an amendment to amendment SA 2853, which relates to bill H.R. 4. The bill deals with rescinding certain budget authority based on special messages from the President sent on June 3, 2025.

The purpose of this amendment is to change the following in section 2(b)(9):

It changes the amount rescinded from $1,650,000,000 to $1,500,000,000.
It adds a requirement that at least $150,000,000 of the remaining unobligated funds be made available for the Feed the Future initiative's agricultural development and food security programs.
