What this amendment would do

SA 2870, submitted by Mr. Warnock, is an amendment to amendment SA 2853 regarding bill H.R. 4.

The purpose of this amendment is to change the following:

Change the amount rescinded in section 2(b)(12) from $2,500,000,000 to $2,400,000,000.
Add a rule that the rescission in that paragraph does not apply to amounts designated for Power Africa.
