What this amendment would do

SA 2867, submitted by Ms. Rosen, is an amendment to amendment SA 2853, which is proposed for bill H.R. 4. The bill relates to rescinding certain budget authority based on messages from the President on June 3, 2025.

The amendment aims to make the following changes to section 2(b)(12):

Change the amount from $2,500,000,000 to 1,972,250,000.
Add a provision stating that none of the rescinded funds shall come from unobligated balances for basic education.
