What this amendment would do
As folks keeping an eye on how our government spends money and takes care of our families, we need to know what our elected officials are trying to do. Ms. Baldwin submitted amendment SA 279, which sets up a point of order in the Senate against certain legislation.
The main purpose of this amendment is to protect healthcare coverage for kids. It aims to add a rule that stops the Senate from considering bills, resolutions, motions, amendments, or conference reports that would change Medicaid or the Children's Health Insurance Program (CHIP) under specific conditions.
Here is what the amendment adds to the bill:
- It requires the Director of the Congressional Budget Office to certify that any changes to Medicaid or CHIP will not result in lower coverage rates, reduced benefits, or decreased affordability for children.
- It sets a strict rule that can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members.
- It requires an affirmative vote of three-fifths of the Members to sustain an appeal of the ruling of the Chair on this point of order.
