What this amendment would do
Ms. Baldwin submitted amendment SA 278 to be proposed for the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
The purpose of this amendment is to add a point of order against legislation that would decrease access to maternal healthcare. It aims to change the rules in the Senate so that it is not in order to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that decreases access to maternal healthcare.
Specifically, it blocks changes to the Medicaid program or the Children's Health Insurance Program that result in lower coverage rates, reduced benefits, or decreased affordability for pregnant women.
To bypass this rule, the amendment requires an affirmative vote of three-fifths of the sworn Senators to waive or suspend it. Additionally, a three-fifths vote is required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
