What this amendment would do
As folks who pay attention to how our government works, we need to keep an eye on how our elected officials handle important health issues. Senator Baldwin put forward amendment SA 277 to protect people who need help with substance use disorders.
What The Amendment Aims To Change
This amendment creates a new point of order in the Senate. Put simply, it sets up a roadblock against any future bill, resolution, motion, amendment, or conference report that would make it harder for people to get substance use disorder treatment through the Medicaid program.
Specifically, the amendment aims to block any changes to Medicaid that would cause:
- Lower coverage rates for individuals with substance use disorder.
- Reduced benefits for individuals with substance use disorder.
- Decreased affordability for individuals with substance use disorder.
If someone tries to pass a measure that hurts these Medicaid treatments, any Senator can raise an objection based on this rule. To get around this roadblock and pass the harmful legislation anyway, it would take a three-fifths vote of the Senate to waive the rule or to overturn a ruling by the Chair.
