What this amendment would do

Ms. BLUNT ROCHESTER submitted amendment SA 273, which proposes adding a deficit-neutral reserve fund relating to energy assistance programs to title III of the concurrent resolution.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to revise committee allocations, aggregates, and other levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation related to preventing funding decreases for specific energy assistance programs.

The amendment aims to cover programs including:

  • The low-income home energy assistance program

  • The State Energy Program

  • The weatherization assistance program

These changes can only be made if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
