What this amendment would do
Ms. Blunt Rochester submitted SA 271, which is an amendment intended for the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
-
The amendment adds a deficit-neutral reserve fund relating to preparing the critical and emerging technology workforce at the end of title III.
-
It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
-
These revisions and adjustments apply to legislation relating to preparing the workforce to work with critical and emerging technologies that are essential to countering and competing with adversaries, which may include biotechnology, artificial intelligence, cybersecurity, quantum, or others.
-
The changes are allowed provided that the legislation would not increase the deficit over either the total of fiscal years 2025 through 2029 or the total of fiscal years 2025 through 2034.
