What this amendment would do
Mr. Cassidy submitted SA 252, which is a deficit-neutral reserve fund related to requiring concurrent resolutions on the budget to include an estimation of the ratio of the public debt to the estimated gross domestic product.
What It Aims to Change or Add
- It adds a new section at the end of title III regarding public debt and gross domestic product estimations.
- It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
- It allows the Chairman to make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.
- These changes apply as long as the legislation does not increase the deficit over the total fiscal years period of 2025 through 2029 or the period of fiscal years 2025 through 2034.
