What this amendment would do

Mr. Van Hollen submitted amendment SA 245 to be proposed to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

  • The purpose of this amendment is to add a new point of order to the bill against legislation that cuts health care benefits for Federal employees or retirees.

  • It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that cuts these health care benefits.

  • It allows this rule to be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn.

  • It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on this point of order.
