What this amendment would do
Mr. Van Hollen submitted amendment SA 236 to the congressional budget resolution. The purpose of this amendment is to add a new point of order in the Senate against legislation that would cut IRS taxpayer services or limit the capacity to audit wealthy tax cheats.
What it Aims to Change or Add
The amendment adds a section to title IV of the budget resolution that makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that does the following:
- Cuts taxpayer services at the Internal Revenue Service.
- Limits the capacity to audit wealthy tax cheats.
To overcome this rule and waive or suspend this point of order, it requires an affirmative vote of three-fifths of the Members, duly chosen and sworn. Additionally, an affirmative vote of three-fifths of the Members is required to sustain an appeal of the ruling of the Chair on this point of order.
