What this amendment would do

As your legislative analyst, let us look at what Mr. Van Hollen is trying to do with this amendment. Plain and simple, this amendment sets up a new rule in the Senate to protect programs that help farmers and rural small businesses go green and save on energy.

Purpose and Changes

The purpose of SA 234 is to hold our officials accountable by making it out of order in the Senate to consider any legislation that cuts funding for agricultural producers and rural small businesses. Specifically, it protects programs that help these folks:

  • Implement renewable energy systems

  • Make energy efficiency improvements

To bypass this protection and allow a cut, the Senate would need a three-fifths affirmative vote from the members, and the same three-fifths vote would be needed to overturn a ruling by the Chair on this matter.
