What It Aims to Change or Add

It adds a rule stating that any payment stablecoin denominated in United States dollars, no matter where it is located, is considered property subject to the jurisdiction of the United States.
This applies for the purposes of any provision of law that authorizes sanctions or sanctions enforcement actions.
