What this amendment would do

This amendment was submitted by Ms. Warren to a bill about payment stablecoins. If we want to hold our officials accountable and look out for everyday people, it is important to know what changes are being made to our laws.

What the Amendment Changes

The amendment strikes section 4(a)(13) of the existing text.
It replaces that section to state that no permitted payment stablecoin issuer, except for an insured depository institution, is allowed to have access to services provided by a Federal Reserve bank.
This specifically blocks these stablecoin issuers from having an account with a Federal Reserve bank.
