What this amendment would do
Mr. Van Hollen, along with Mr. Merkley, submitted amendment SA 231 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.
What It Aims to Change
This amendment changes section 3002 of the bill. It replaces the existing text with a new section titled DEFICIT-NEUTRAL RESERVE FUND FOR LEGISLATION THAT DOES NOT INCREASE TAX BREAKS FOR THE WEALTHY.
Key Details
- The Chairman of the Committee on the Budget of the Senate is allowed to revise committee allocations, aggregates, other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger.
- These revisions apply to one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports by the amounts provided in such legislation.
- The legislation must meet two specific conditions: it must not reduce the average tax liability of taxpayers with income over $1,000,000,000, and it would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
