What this amendment would do
Mr. Warnock submitted SA 230, which proposes to add a deficit-neutral reserve fund relating to preserving Medicaid expansion incentives for non-expansion states.
What It Aims to Change or Add
The amendment allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to health insurance coverage.
This covers preserving Medicaid coverage incentives established under the American Rescue Plan Act for non-expansion states to expand Medicaid.
These changes can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
