What this amendment would do

This amendment aims to add a new title to the bill called the Mobilizing and Enhancing Georgia's Options for Building Accountability, Resilience, and Independence Act. Its purpose is to address recent democratic backsliding in the Republic of Georgia, reevaluate United States policy and foreign assistance regarding Georgia, require various reports on foreign intelligence penetration and a 5-year bilateral strategy, and impose specific sanctions on certain Georgian officials and individuals who undermine democracy, peace, security, stability, sovereignty, or territorial integrity.

  • The amendment suspends the United States-Georgia Strategic Partnership Commission until the Government of Georgia represents the democratic wishes of its citizens and upholds its constitutional obligation to advance toward European Union and NATO membership.
  • It requires the President to impose visa bans, revoke current visas, and block property and transactions for certain current and former members of the Parliament of Georgia, political party officials, government and law enforcement leaders, and their immediate family members who have knowingly engaged in significant corruption, violence, or intimidation related to blocking Georgia's Euro-Atlantic integration.
  • It directs the Secretary of State, the Director of National Intelligence, and the Secretary of Defense to submit a classified report on Russian and Chinese intelligence penetration in Georgia within 180 days.
  • It mandates a 5-year United States strategy for bilateral relations with Georgia within 90 days.
  • It sets a sunset date, making the provisions of this title cease to have any force or effect 5 years after enactment.
