What this amendment would do
Mr. Hawley submitted SA 2238 to the bill S. 1582, which is about regulating payment stablecoins. If we want to hold our officials accountable and look out for everyday people, we need to know what they are trying to slip into these bills. This amendment changes definitions in section 2 of the bill.
Key Changes and Additions
- Adds a brand new definition for an excluded large online platform.
- Defines this excluded platform as a social media platform, online search engine, online marketplace, or online communication platform that has more than 1,000,000 unique monthly users or more than 1,000,000 user accounts.
- Includes all parents, subsidiaries, and affiliates in that definition, while leaving out platforms where users can only interact using a predetermined set of phrases, emoticons, or nonlinguistic symbols.
- Adds clear definitions for an online communication platform, an online marketplace, an online search engine, and a social media platform.
- Updates the numbering of the paragraphs in section 2 to fit these new definitions right in.
