What this amendment would do

As folks keeping an eye on how our government spends money and handles our laws, it is important to know what our elected officials are trying to do. Ms. Duckworth submitted the amendment SA 210 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and sets budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund to the bill relating to expanding nationwide coverage of, and access to, fertility treatment, including in vitro fertilization.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution, and make adjustments to the pay-as-you-go ledger. This can be done for legislation relating to reproductive health care, which may include:

  • Expanding nationwide coverage of, and access to, fertility treatment, including in vitro fertilization.
  • Being consistent with widely accepted and evidence-based medical standards of care.
  • Protecting an individual's right to make decisions, in consultation with the individual's health care provider, about the most appropriate medical care to maximize the chance of becoming pregnant and giving birth to a healthy, living, human child with the help of fertility treatment.

This is allowed by the amounts provided in such legislation for those purposes, provided that the legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034.
