What this amendment would do
Mr. Reed submitted an amendment, known as SA 209, which is tied to the congressional budget for the United States Government for fiscal year 2025 and covers fiscal years 2026 through 2034.
What It Aims to Change or Add
This amendment adds a new rule to the bill creating a Point of Order in the Senate.
-
This new rule makes it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase costs for borrowers of Federal student loans.
-
The amendment states that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
-
An affirmative vote of three-fifths of the Members of the Senate is also required to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
