What this amendment would do

As folks looking out for the common sense of the American people, we need to keep tabs on what our elected officials are trying to do with our budget. SA 197 was submitted by Mr. King and Mrs. Shaheen regarding the congressional budget for fiscal year 2025 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to strengthening international counter-terrorism programs at the end of title III.

Here is what it aims to change or add to the bill:

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels.
  • It allows adjustments to the pay-as-you-go ledger for legislation relating to strengthening international counter-terrorism programs.
  • It covers legislation that would provide foreign military financing, bolster international law enforcement and security, provide economic and development assistance, strengthen intelligence and cybersecurity cooperation, or increase humanitarian assistance in conflict zones.
  • It requires that any such legislation would not increase the deficit over either the total fiscal years 2025 through 2029 or 2025 through 2034.
