What this amendment would do
Mr. Coons, along with Mr. Booker, submitted SA 196 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to create a deficit-neutral reserve fund relating to promoting United States national security and countering the influence of the People's Republic of China.
What It Aims to Change or Add
- It adds a new section to the end of title III of the budget resolution.
- It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
- These revisions apply to legislation relating to promoting United States national security and countering the influence of the People's Republic of China.
- This includes sustaining United States foreign assistance programs that provide food and shelter in the wake of conflict or disasters, curb infectious diseases, support counter terrorism and drug trafficking programs, or address irregular migration.
- It applies to programs that remain largely frozen despite the issuance of waivers by the Department of State, and that are likely to result in thousands of deaths worldwide if not restored.
- The added provision requires that the legislation does not increase the deficit over the total of fiscal years 2025 through 2034.
