What this amendment would do

Mr. Coons, along with Mr. Booker and Mr. Heinrich, submitted SA 195 to the concurrent resolution on the budget for fiscal year 2025.

  • The amendment adds a new section to title III creating a deficit-neutral reserve fund relating to in-kind food assistance.

  • It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

  • These changes are for legislation relating to sustaining United States foreign assistance in the form of food grown by United States farmers to combat global food insecurity, which is noted as a key driver of global instability and migration.

  • This applies as long as the legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
