What this amendment would do
Mr. Coons submitted this amendment, known as SA 194, to the concurrent resolution on the budget for fiscal year 2025. As folks we voted for handle our tax dollars and national security, it is our job to keep an eye on how they set up these funds.
What It Aims to Change or Add
- This amendment adds a deficit-neutral reserve fund relating to the protection of classified information to the end of title III of the budget resolution.
- It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.
- These revisions are for legislation relating to protecting the integrity of the United States classified information ecosystem amid growing counterintelligence threats.
- It aims to ensure that only properly cleared individuals with a fully adjudicated background investigation and a legitimate need to know can access classified data, systems, and facilities.
- The changes are allowed as long as the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
