What this amendment would do

Mr. Coons submitted amendment SA 193 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a deficit-neutral reserve fund relating to the national security threat posed by Russia.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels.

  • It allows adjustments to the pay-as-you-go ledger for legislation relating to recognizing Russia as a threat to the national security of the United States.

  • It includes holding the Government of Russia accountable for its illegal invasion of Ukraine and its provision of weapons, funds, and technological expertise to strengthen United States adversaries, including China, Iran, and North Korea.

  • It applies on the condition that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
