What this amendment would do
Mr. Coons submitted amendment SA 191 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
The purpose of this amendment is to add a deficit-neutral reserve fund relating to the United States national security civilian workforce at the end of title III.
It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger.
These changes are for legislation relating to preventing the reduction in civilian personnel in the Department of Defense and the intelligence community, as long as the legislation does not increase the deficit from fiscal years 2025 through 2034.
