119-SCONRES-7 — An original concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.
  1. Introduced
  2. Pending Consideration

What this amendment would do

  • Mr. Blumenthal submitted this amendment, known as SA 170, to be proposed for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.

  • The purpose of this amendment is to add a deficit-neutral reserve fund related to strengthening United States sanctions enforcement at the end of title III.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.

  • It allows the Chairman to make adjustments to the pay-as-you-go ledger for bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports.

  • These adjustments relate to strengthening United States sanctions enforcement, including legislation that would prevent the provision of financial support to or relief from sanctions imposed on the Russian Federation, the People's Republic of China, Iran, or North Korea.

  • This restriction applies absent meaningful action to change the malign policies of those countries that undermine the international order, including the invasion of sovereign territory or support for terrorism.

  • The changes are allowed provided that the legislation would not increase the deficit over either the period of the total of fiscal years 2025 through 2029 or the period of the total of fiscal years 2025 through 2034.
