What this amendment would do

Mr. Reed submitted amendment numbered SA 152 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to reversing the decline in literacy skills for children and adults of the United States at the end of title III.

  • It aims to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels in the resolution.
  • It allows adjustments to the pay-as-you-go ledger for legislation relating to reversing the decline in literacy skills for children and adults of the United States.
  • It may include increasing funding for adult education or evidence-based literacy instruction in public schools, as long as the legislation does not increase the deficit over the period of the total of fiscal years 2025 through 2034.
