What this amendment would do

Mr. Reed submitted amendment SA 149 to the concurrent resolution on the budget for fiscal year 2025. The purpose of this amendment is to add a new point of order to title IV that protects efforts to combat avian influenza and lower egg prices.

What It Aims to Change or Add

  • It adds a rule stating it shall not be in order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would obstruct Federal resources from addressing the current avian influenza outbreak and protecting the US egg supply from shortages and price spikes.
  • It sets a rule that this point of order may only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
  • It requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on this point of order.
