What this amendment would do

Mr. Reed submitted amendment numbered SA 147 to the concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and fiscal years 2026 through 2034.

The purpose of this amendment is to add a deficit-neutral reserve fund relating to making college more affordable at the end of title III.

It aims to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.

These revisions and adjustments can be made for legislation relating to making college more affordable, which may include doubling the Federal Pell Grant under section 401 of the Higher Education Act of 1965, provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
