What this amendment would do

As folks who sent our officials to Washington to watch over our tax dollars and keep us safe, we need to know what our representatives are trying to do. Ms. Hirono submitted an amendment, numbered SA 141, to the concurrent resolution for the 2025 congressional budget.

Purpose and Changes

The purpose of this amendment is to add a new rule in the Senate. This rule creates a point of order against any bill, joint resolution, motion, amendment, or conference report that cuts funding for specific workers.

Specifically, it protects funding for:

  • Personnel who perform critical safety functions or national security functions within the Federal Aviation Administration (FAA).

  • Personnel who support the FAA's National Airspace System Defense Programs.

  • Early warning radar systems or related programs.

If someone tries to push a bill through that cuts this funding, any Senator can raise an objection based on this new rule. To get around this rule and pass the funding cuts anyway, it would take a large three-fifths vote of the Senators to waive it or to appeal a ruling from the Chair.
