What this amendment would do

Mr. Coons submitted amendment SA 132 to the concurrent resolution for the fiscal year 2025 congressional budget. The purpose of this amendment is to add a deficit-neutral reserve fund relating to preventing deaths from overdose or suicide at the end of title III.

What It Aims to Change or Add

  • It allows the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • It permits adjustments to the pay-as-you-go ledger for legislation relating to preventing deaths from overdose or suicide.
  • It allows these adjustments for efforts that may include training, recruiting, or licensing social workers, counselors, peer support specialists, and other behavioral health providers.
  • It requires that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
