What this amendment would do
Mr. Warner submitted amendment SA 127 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and budgetary levels for fiscal years 2026 through 2034.
Purpose and Changes
-
The purpose of this amendment is to add a point of order in the Senate against reconciliation legislation that would increase monthly student loan costs for federal student loan borrowers.
-
It aims to change the rules so that it is not in order in the Senate to consider certain bills, joint resolutions, motions, amendments, or conference reports that would drive up monthly student loan costs for folks with federal student loans.
-
To bypass this rule and waive or suspend it, the Senate would need a three-fifths vote of the members who are duly chosen and sworn. It also takes a three-fifths vote to sustain an appeal of the ruling of the Chair on this point of order.
