What this amendment would do
This amendment adds a new title called the Stop Arming Cartels Act of 2025 to the bill. Its purpose is to crack down on certain firearms and keep weapons out of the hands of major foreign drug traffickers.
The amendment aims to change and add several things:
-
It makes it unlawful for any person to import, sell, manufacture, transfer, or possess a rifle capable of firing .50 caliber ammunition, with exceptions for government use and rifles lawfully possessed on or before the enactment date.
-
It includes certain lawfully possessed .50 caliber rifles as firearms under the National Firearms Act, requiring individuals to register them within a 12-month period without paying a fee or tax.
-
It creates an exception to the Protection of Lawful Commerce in Arms Act to allow lawsuits against manufacturers or sellers who knowingly sell or transfer products to prohibited foreign narcotics traffickers.
-
It adds significant foreign narcotics traffickers and certain other designated foreign persons to the federal firearm prohibitor list, blocking them from getting firearms.
-
It adds rifles to the existing multiple firearm sales reporting requirements for dealers.
