What this amendment would do
This amendment is titled the SUPPORT for Patients and Communities Reauthorization Act of 2025. Its main purpose is to reauthorize, update, and fund various federal programs aimed at preventing and treating substance misuse, addressing opioid and synthetic drug overdoses, supporting mental health, and assisting individuals and families impacted by related health challenges.
The amendment aims to change or add several key measures to the bill:
- Extends funding authorizations and sets specific budget amounts for fiscal years 2025 through 2029 for multiple public health, prevention, treatment, and recovery programs.
- Updates and expands prevention programs, including prenatal and postnatal health, infection monitoring related to illicit drug use, and grants for preventing controlled substance overdoses—such as adding wastewater surveillance and test strips for fentanyl and xylazine.
- Replaces the Fetal Alcohol Syndrome prevention program with a comprehensive Fetal Alcohol Spectrum Disorders (FASD) prevention, intervention, and services delivery program.
- Enhances cybersecurity protections and reporting requirements for the 9-8-8 National Suicide Prevention Lifeline.
- Establishes a Federal Interagency Work Group on Fentanyl Contamination of Illegal Drugs to examine federal efforts, improve local responses, and educate youth on synthetic opioid dangers.
- Directs the Department of Health and Human Services and the Drug Enforcement Administration to publish guidance on at-home safe drug disposal systems.
- Directs the Food and Drug Administration to publish a report outlining a plan for assessing approved opioid analgesic drugs and supporting nonaddictive medical products.
- Expands residential treatment programs for pregnant and postpartum women, updates mental and behavioral health training grants, and increases loan repayments for the substance use disorder treatment workforce.
- Adds a Regional Technical Assistance Center to assist peer support specialists and recovery support services in nonclinical settings.
- Expands the CAREER Act grants to cover transportation services for individuals participating in work, vocational training, or substance use treatment and recovery programs.
- Modifies controlled substance delivery rules by allowing pharmacies to deliver certain schedule III, IV, or V drugs to prescribing practitioners for maintenance or detoxification treatment or specific risk evaluation strategies.
- Adds specific medical associations and educational councils—such as the American Academy of Family Physicians and podiatric and pharmacy organizations—to the required training programs for prescribers of controlled substances.
