What this amendment would do
Mr. Warner submitted this amendment to hold our officials accountable by creating a new rule in the Senate. Simply put, it sets up a Point of Order that stops the Senate from considering certain budget reconciliation legislation until specific conditions are met.
The Purpose and Changes
The main goal is to make sure that the money Congress approves actually gets used properly and on time.
- The amendment adds a rule that blocks reconciliation bills or resolutions from being considered in the Senate on or after the first day of a fiscal year.
- This block stays in place unless the Director of the Congressional Budget Office (CBO) certifies to Congress that certain funding is not facing delays, deferrals, or cancellations (rescissions).
- The specific funding areas protected under this rule are health, education, research, law enforcement, and foreign aid.
- To bypass this new rule, the Senate would need a three-fifths vote of the members chosen and sworn to waive or suspend it. A three-fifths vote is also required to overturn a ruling by the Chair regarding this point of order.
