What this amendment would do
Ms. Lummis, along with Mr. Risch, submitted this amendment to the concurrent resolution for the congressional budget for fiscal year 2025. It aims to add a deficit-neutral reserve fund relating to the Endangered Species Act of 1973 at the end of title III.
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger. This applies to legislation relating to improving the implementation of the Endangered Species Act of 1973.
Specifically, it targets the following changes or additions:
- Enhanced flexibility and cooperation with private landowners
- Creating regulatory certainty for affected stakeholders
- Establishing clear recovery metrics
- Increasing incentives for proactive species conservation
- Streamlining consultation processes
- Improving coordination with State and local governments
- Recognizing and encouraging successful conservation efforts by private landowners
- Developing other innovative approaches that benefit species recovery and stakeholder interests
This can only happen if the legislation does not increase the deficit over the total period of fiscal years 2025 through 2029 or the period of fiscal years 2025 through 2034.
