What this amendment would do

This amendment, submitted by Ms. Lummis, proposes to add a deficit-neutral reserve fund to the concurrent resolution. Its purpose is to allow the Chairman of the Committee on the Budget of the Senate to make adjustments and revise allocations for legislation related to addressing rising domestic energy consumption.

What It Changes or Adds

  • Adds a new section to the end of title III for a deficit-neutral reserve fund relating to addressing rising domestic energy consumption.

  • Allows the Chairman of the Budget Committee to revise committee allocations, aggregates, and other levels, and make adjustments to the pay-as-you-go ledger for legislation addressing rising domestic energy consumption.

  • Includes a comprehensive energy strategy focused on the development and utilization of all available energy resources, such as coal, oil, natural gas, nuclear, hydroelectric, and renewable sources.

  • Includes maintaining existing baseload generation capacity, modernizing energy infrastructure, or ensuring the reliability of the electric grid.

  • Requires that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2029 or the total period of fiscal years 2025 through 2034.
