What this amendment would do
Mr. Warner submitted this amendment to the Senate regarding the congressional budget for fiscal year 2025 through 2034. As folks who vote for our officials, we need to know what they are trying to do with the money that has already been promised or handed out.
What It Aims to Change or Add
This amendment adds a new point of order to the bill. In plain English, it sets up a special rule in the Senate to stop certain budget reconciliation bills or resolutions from taking back money.
Specifically, it aims to prevent taking back money from the Inflation Reduction Act of 2022 if those funds meet the following conditions:
- The money has already been obligated.
- The money has already been awarded.
If someone in the Senate wants to break this rule and take that money back anyway, it would take a three-fifths vote of all the sworn Senators to waive the rule or to overturn a ruling by the Chair.
