What this amendment would do
Mr. Booker put forward this amendment to set up a deficit-neutral reserve fund for transportation infrastructure. As folks we voted for handle the budget, it is our job to keep an eye on how they manage our money without adding to the national debt.
What It Aims to Change
This amendment adds a new section to the budget resolution that gives the Chairman of the Senate Committee on the Budget the power to change funding levels and make adjustments.
- It allows changes for bills or amendments dealing with transportation infrastructure.
- It can specifically help maintain funds for projects that have signed a Federal Transit Administration Capital Investments Grant Program Full Funding Grant Agreement.
- It can also help projects that have received and allocated funding from the Department of Transportation for preconstruction, engineering, and design.
The big catch to keep our elected officials accountable is that any legislation using this fund cannot increase the deficit over the total period of fiscal years 2025 through 2034.
