What this amendment would do
Mr. Booker put forward this amendment to deal with human rights and where we detain people. It sets up a deficit-neutral reserve fund, which is basically a pot of money set aside in the budget to handle a specific idea without adding to our national debt.
What It Aims to Change or Add
- Prohibiting certain detentions: The amendment adds a new section to the budget resolution that relates to human rights.
- Protecting noncitizens: Specifically, it allows for budget changes to support legislation that would prohibit the detention at the Guantanamo Bay Naval Base of noncitizens who meet two conditions: they are not considered enemy combatants, and they have not been convicted of a violent crime.
- Keeping it budget-friendly: Any changes made for this purpose must not increase the federal deficit over the total period of fiscal years 2025 through 2034.
