What this amendment would do

MR. WARNER submitted an amendment, designated as SA 119, to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget and budgetary levels through 2034.

The purpose of this amendment is to add a new point of order against considering certain reconciliation legislation in the Senate.

Specifically, it aims to change the rules so that it is not in order in the Senate to consider a reconciliation bill, reconciliation resolution, or related amendments and conference reports during any period when there is an ongoing violation of the Congressional Budget and Impoundment Control Act of 1974, as determined by the Comptroller General of the United States.

The amendment also adds rules for how this point of order can be waived, suspended, or appealed, requiring an affirmative vote of three-fifths of the sworn Members of the Senate for those actions.
