What this amendment would do
Mr. Kennedy submitted this amendment, numbered SA 1165, to be proposed for the congressional budget resolution for fiscal year 2025 through fiscal year 2034.
The purpose of this amendment is to set up a deficit-neutral reserve fund. In plain English, this gives the Chairman of the Senate Budget Committee the power to change budget levels and financial allocations.
This change can only happen for legislation that stops different federal agencies from doing duplicate analysis under the National Environmental Policy Act of 1969.
To use this fund and make these adjustments, the legislation must meet one strict rule: it cannot increase the federal deficit between fiscal years 2025 and 2034.
