What this amendment would do
Mr. Warner submitted this amendment to hold our elected officials accountable by creating a rule against certain legislative actions that harm children. Specifically, it aims to add a point of order in the Senate against any reconciliation legislation, amendment, conference report, or amendment between the Houses that would increase health care costs for children receiving Medicaid.
How It Changes the Bill
To change the bill, the amendment adds a new section to title IV. This addition sets up a procedural hurdle in the Senate. Under this new rule, it will not be in order to consider the specified types of legislation if they result in higher health care costs for children on Medicaid.
Rules for Overriding the Rule
The text establishes that this new point of order can be waived or suspended only by an affirmative vote of three-fifths of the Members of the Senate who are duly chosen and sworn. Additionally, a three-fifths affirmative vote is required to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
