The amendment adds a deficit-neutral reserve fund relating to children's access to health care to the end of title III.

It allows the Chairman of the Committee on the Budget of the Senate to revise allocations, aggregates, and other appropriate levels, and make adjustments to the pay-as-you-go ledger.
-
These revisions and adjustments are for legislation relating to children's access to health care, which may include prohibiting cuts to Medicaid or the Children's Health Insurance Program (CHIP).
