What this amendment would do

Mr. Wyden proposed amendment SA 1156 to the concurrent resolution S. Con. Res. 7, which sets the congressional budget for the United States Government for fiscal year 2025 and the appropriate budgetary levels for fiscal years 2026 through 2034.

The purpose of this amendment is to add a new section to title IV that creates a point of order in the Senate against legislation. Specifically, it aims to prevent the Senate from considering any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would make any cuts to Medicare, Medicaid, or the Affordable Care Act.

To ensure our elected officials are held accountable, this amendment sets a high bar for bypassing this protection. It requires an affirmative vote of three-fifths of the Members, duly chosen and sworn, to waive or suspend this rule, or to sustain an appeal of the ruling of the Chair.
